If your main place of residence is in Germany, you always have to go to the JobCenter which is responsible for your place of residence.
Getting to know and trying out different vocational fields, choosing a career or an intensive preparation for a vocational training will help you to put your preferred choice of career into concrete terms and to make practical experiences.
But if you already know what you want to do or if you already decide on a vocation during the orientation, the counsellor of the JobCenter takes immediately the following steps. Then the JobCenter enrols you at the European Vocational Training Center.
If your main place of residence is in a foreign country, you have to go best to the authorities in your home country which are responsible for vocational rehabilitation.
